DIU–UGC Sign MoU to Advance Energy Transition and Energy Justice in Bangladesh
Dhaka, 11 February 2024 — A significant step toward sustainable energy transformation in higher education was marked with the signing of a Memorandum of Understanding (MoU) between the Department of Electrical and Electronic Engineering (EEE) of Daffodil International University (DIU) and the University Grants Commission of Bangladesh (UGC). The agreement focuses on strengthening collaboration in energy transition, renewable energy development, and energy justice across universities in Bangladesh.
Large-Scale Solar Initiative
Under this strategic partnership, a 3 MW rooftop solar power project is being implemented at DIU using an OPEX-based Power Purchase Agreement (PPA) model. The system covers 12 buildings in phased implementation, with parts already operational and full deployment planned within the project timeline.
The project is designed for long-term sustainability, with an expected operational lifespan of up to 25 years. Electricity generated from the system is supplied at a competitive rate of 7.50 BDT per unit, ensuring both economic feasibility and environmental benefits. The system is also integrated with grid connectivity and net-metering, allowing optimized energy use and reduced costs.
National Expansion Vision
The initiative is not limited to DIU. It is being prepared for large-scale replication across 47 public universities in Bangladesh. Strong interest has already been shown by stakeholders and private sector partners, signaling potential for nationwide adoption.
The long-term goal is to reduce reliance on fossil fuels and imported electricity while strengthening national energy security through decentralized renewable systems in higher education institutions.
Capacity Building and Training
A key pillar of the MoU is skills development in renewable energy. Faculty members, students, and professionals are being trained in:
- Solar system design and installation
- Operation and maintenance
- Energy auditing and management
So far, around 200 trainees have participated in early training phases, with expanded programs planned in future stages.
Performance and Research Outcomes
Pilot studies and energy audits have shown strong results, with some buildings achieving 38% to 68% solar energy contribution, significantly reducing dependency on grid electricity. Ongoing research includes:
- Hybrid solar energy systems
- DC off-grid solutions
- Advanced energy optimization technologies
Innovation and Infrastructure Development
The initiative also includes the establishment of a Research and Training Center at DIU, which will function as a hub for innovation, testing, and capacity building in renewable energy technologies.
Additionally, a 100 kWp pilot installation at Rowshan Ara Female Hall has already demonstrated the technical and financial viability of the OPEX-based solar model in a real university environment.
Toward Energy Justice and Sustainability
Overall, the MoU represents a shared commitment between DIU EEE and UGC to promote energy transition, energy efficiency, and energy justice. The collaboration is expected to play a transformative role in:
- Reducing electricity costs
- Expanding renewable energy adoption
- Building national clean energy capacity
By 2030, this initiative aims to significantly contribute to a low-carbon, sustainable energy future for Bangladesh, with universities acting as key drivers of innovation and change.
