In a major step toward sustainable energy development, the University Grants Commission (UGC) of Bangladesh has taken an initiative to introduce rooftop solar power systems in public universities across the country. Under the plan, 31 public universities will generate nearly 60 megawatts (MW) of solar electricity, aiming to reduce institutional electricity costs and promote renewable energy use in the higher education sector.
The initiative is expected to transform university campuses into environmentally sustainable “green campuses” while reducing dependence on conventional electricity sources.
Private Investment-Based OPEX Model to Drive the Project
The solar power initiative will be implemented through an OPEX (Operational Expenditure) model, where private companies will finance, install, operate, and maintain the solar power systems.
Under this model, universities will not need to make large initial investments for installing solar infrastructure. Instead, they will purchase electricity generated from the rooftop solar systems at a comparatively lower cost. Any additional electricity generated beyond institutional demand may also contribute to the national power system.
This approach is considered a cost-effective solution because it allows public institutions to access renewable energy without bearing major capital expenses.
Feasibility Study Completed for 47 Universities
According to UGC information, feasibility assessments have already been completed for 47 public universities and one international university to evaluate their potential for rooftop solar installation.
The assessment identified significant opportunities for solar energy generation, with the first phase targeting around 52.5MW capacity from 31 universities, which can gradually increase to approximately 60MW through future expansion.
