Public Procurement Rules (PPR) Compliance Meeting

A high-level Public Procurement Rules (PPR) compliance meeting was held to strengthen transparent, accountable, and regulation-compliant procurement practices within the Department of EEE at Daffodil International University.

The meeting focused on ensuring that all procurement and project implementation activities strictly follow the Public Procurement Rules of Bangladesh as well as institutional procurement policies. Special emphasis was placed on maintaining transparency, efficiency, and proper governance throughout all stages of procurement.

To enhance technical oversight and compliance, external experts were included in the process to provide advisory support. The discussion highlighted the importance of establishing a structured procurement system, including the appointment of a Procuring Entity (PE) and Head of Procurement (HoP), responsible for managing procurement planning and tender-related activities.

Key decisions included the formation of essential committees such as the Specification and Cost Estimation Committee, Tender Evaluation Committee (TEC), and Tender Technical Examination and Acceptance Committee (TEAC), ensuring proper technical evaluation, financial accuracy, and quality assurance in all procurement processes.

The meeting also confirmed that all procurement activities will be conducted through the Electronic Government Procurement (e-GP) system to ensure full digital transparency and compliance. Additional documentation requirements, including Development Project Proposals (DPP) and post-procurement reviews with relevant authorities, were also emphasized.

Overall, the meeting marked an important step toward establishing a standardized, transparent, and efficient procurement framework aligned with national regulations and institutional best practices.
